In TCAdmin’s Configuration Files, open GameUserSettings.ini and locate [ServerSettings]. Set or verify a ServerAdminPassword=YourPassword. Once in the game, press Tab to open the console and type:

You can then use admin commands like cheat fly, cheat god, etc. Make sure you restart the server if you change the password in the config.
