1. Obtain a direct download link for the resource pack (must be HTTP/HTTPS, not a file-sharing site that requires user interaction).

  2. In server.properties, set resource-pack=<direct-download-link> and, optionally, resource-pack-sha1=<SHA1-hash> for validation.

  3. Restart your server.

Players will be prompted to download the pack upon joining.
